This isn't a tech problem. Unless you watch them all the time and/or imprison them, you can't stop someone in the US from accessing the internet. It's free at the library and inexpensive in many other places.
Your friend needs professional help from one or more of the following: psychologists, counselors, social workers, or possibly even law enforcement (to prevent these men from meeting her daughter in the first place, if feasible).
The technical side would be to log into the site a have some sort of scripts look for any new user names that might have been created with the same picture or attributes of the first two user names created. I was pretty sure someone here would have that ability, I was not sure if I could interest them in helping though

Your heart is in the right place. But I can assure you I know a bit of the back story which I do not feel the need to share with the world. I am 57, Have a "wife to be" who is an RN who has worked in the addiction field, and I myself have been involved in the field for over 30 years.

I did a bit of looking and gave the number of a detective who specializes in this sort of thing to my friend.
