Microsoft carried this style of layout builder into the original asp.net web-forms in the first couple versions of Visual Studio.NET. If I remember correctly it worked just like the form builder for VB6/MFC-C++, but it's been a while.

That is true but why the level of bureaucracy in the middle? Why not just give the states the money directly and bypass the federal government?

Just because it is that way doesn't mean it should be.

An obvious answer, though not satisfying, is that some states are too poor for that.

It's a little old now but the Motorola Droid Turbo has served me well. Even though the phone is over three years old it holds a charge for the entire day (17 hours) and still has a 30-35% remaining at the end of the day.

Any news outlet or aggregator that's claims it is unbiased is probably lying. If there are humans involved there will be bias.
