Thank you! Without that context, this is a truly bizarre and concerning thing to read on an official government website. Particularly this part later:

"I will tell the constituent a story. But not the truth. No. A story that contains the truth safely, in a cage of plain language."

At least having the Minecraft end-text context explains what's actually happening here.
