This article is a little misleading and makes vague allusions to water getting shipped from the great lakes to places like California but the agreement we have with Canada prohibits sending the water outside of the watershed (or was it basin?) of the great lakes. Lake Michigan could possibly be tapped for California, it might not be a part of the agreement with Canada since it is completely in the US boundaries (but is still an important part of the system so might be included in the agreement with Canada) but it would be a difficult thing to accomplish since it would take four states and the Federal government coming to an agreement on how to share those profits and expenses.
