Eh? I'm not sure how you're getting that from the article. The article says that Bitcoin is not useful, and advises banks not to promote it. It doesn't... ban it, or anything.
You don't need their permission to do anything, Bitcoin is freely spendable today (albeit fairly worthless between gas fees and plummeting value). They're simply commenting on the derelict state of affairs.
