Probably just a bunch of robotics nerds having fun and testing out new large scale robotics.
It goes without saying but bipedal mechs are horribly inefficient at warfare. They aren't replacing tanks any time soon.
(Prohibitively expensive requiring advanced robotics technology. Large surface area per utility thus requiring abnormal amounts of armour plating. Easy to tip over with Asymmetric techniques such as ropes. Has the ED-209 stairs problem. Easy to spot at range. Doesn't offer significant advantage over conventional weapons or vehicles)
