Well if the law mandates you to have an employer (or government) - issued smartphone you MUST have on you at all times, this is going to result in fines and/or incarceration.
They’ll go with ankle monitor kind of things for that. There was recent news about a tender floated by the government to get wrist straps to monitor infected and quarantined people (that report was later debunked). But some countries are looking at “wearables”.
