VS Code is much closer to sublime/textmate/atom than it is full Visual Studio... It's actually kind of nice to work with, but is emphatically
NOT
VS.

Visual Studio Code support for Python is limited to syntax highlighting and bracket matching. So in the context of the article developers are actually limited to Windows only.

That's not remotely like Visual Studio, it's much nearer Atom + some Microsoft Language Support.
