It actually is (or at least was; it's going to be significantly castrated soon) possible to "create a website for free with HTTP, but not HTTPS" if you use Heroku. An HTTP-only, single-1x-dyno setup is free, whereas if you want HTTPS, they will try to bleed you dry.
