It shouldn't be. Mining pools are a solution, not the problem. The problem is centralization transaction selection, which is an entirely orthogonal problem. The OP gets rid of pooling and pushes miners to hosted solutions, which is far, far worse.
If you control all the hardware in a pool there's no chance a miner would steal the coins, hence 'pools' in the sense of different owners would be eliminated, and the result would be a few individuals with large pools.
