This is a service specifically for web based applications.

Most, if not all users have JavaScript enabled. The ones savvy enough to turn it off, will also be able to turn it back on.

When I first looked at Persona/BrowserID eons ago, there were non-web ways to use it. I remember some examples given that worked in a terminal or with an embedded device.
