There's a pretty fundamental reason why they can't merge them: OS X is their development platform. iOS has no hope to self-host, especially with the paranoia it suffers from right now (only running App Store apps).

Nor would it be sensible even on Android or any other mobile platform, which is a big reason I believe PCs will not completely die.

Sure. But Android at least has a chance, since you're allowed to run your own software on your own device.
