It only does TCP (with a specific hack for DNS, but no general UDP or IP). But it works exceptionally well, and just needs an sshable account on the server.
While possible, using ssh on iOS as a tunnel is a giant pain and it times out after 10mins. PPTP is not an option and there is preciously little info out there about properly setting up roadwarrior IPSec in a relatively easy manner.
