Ask HN: Can we have a whistleblowers bible?

I was reading how Snowden first mailed Laura Poitras and asked for her public key, and then they set up an even more secure system.

What was the system? And how would every journalist get to know about it, and who would keep it up-to-date?

I guess a best practises guide for journalists and whistleblowers, covering TOR, having a seperate laptop, not using phones, or skype. That sort of thing, with explanations.

Is there such a thing?
