I haven't tried just using the basic cinnamon packages from an installed Ubuntu system, but I have tried it from an installed Xubuntu system and it definitely doesn't work as well as a full Mint install.
At any rate they're all ubuntus in the end, but the whole package of Mint+Cinnamon is what I was referring to.
