OpenTTD created their own assets a while ago so they can distribute the entire game libre, it is like UrbanTerror + ioquake3.

Except Urban Terror is not open source. You cannot get the source code anywhere. (It is gratis/無料 but not libre/自由.)

They're Chinese characters, which are used to write the Japanese language. Just like we use Latin characters to write the English language.
