That's not how he handles them, but more how he attempts to prevent to be flooded in issue reports.

He might be very responsive if you use this way to report bugs or he might ignore them. That page does not tell anything about it.

This seems very useful to me. I have struggled with a bug that I think is in Nouveau but I haven't reported it because im not sure what information would be required. This at least tells me what the dev requires to understand the issue.
