People will have more things to worry about sooner. Where I live, if the power goes out so does my water. If AI is involved in either at any time in the future we will deserve what happens to us.
Also I disagree with the permise. People learned how to make technology that never existed once already, they can learn to do it again if needed. It will take time, which we'll have plenty of because your phone won't be working.
