Different cultural habits can shock Japanese; this has nothing to do with race.
There are lots of ethnic Japanese, born and raised in Brazil, who went on to work & live in Japan. Many street signs in Nagoya are in Japanese and Portuguese.
However, they are direct, outspoken, have late loud parties that annoy the general population. It will take a generation to acclimate to local customs.
Must be that beyond a certain threshold (10% ?), Japanese are worried about their culture and identity.
