Yep, we have more control at voting sites, because we had similar problems in the past.
We have a similar method with a long pape ballot per party. You can split it, but people is lazy. And we have similar problems. We are trying to change to a single form for all parties or and electronic+paper version, but they have their problems too.
In some places, the local mejor sent their people to each home to give the voters the split ballots a week before the election. The people can choose whatever they like, no judgement (just a little pressure to vote for the local major). The idea is that many people wanted to vote for another party for president, and the local major was worried that they would not cut the ballot. So they offered the cut version. Everyone wins, except the candidate for president of the party of the major.
Anyway, since the voting site has good security measures, people could just drop the mixed ballot an pick another one.
In other cases, they offered some kind of "not-bribery", like a small household appliance. But in some case everyone took the "not-bribery" and vote for the other party. In some case most people took the "not-bribery" from both parties!
