There is no civilization when basic values are missing. Either people are dignified or beasts, and those compromises are only for beasts. The dignified will not live tracked, especially if potentially by the beasts: that remains totally strict. Outside that, you only have a veneer of civilization.

I have yet to see any evidence that 'children raised properly' would be immune from these practices.
It's like saying children from good households never get addicted to drugs. Wrong.
What's also wrong is that these are not just drugs they're personally identifiable targed drugs specifically designed for children that log all interaction.

They would because it is an analytical truth - with the exception of 'immune' there, reinforced by the 'addicted to drugs' example: it is not a matter of immunity, it is a matter of acquired protection. You can recognized, you will steer away from it and deal with it properly - in general.

That is the basicmost thing: meanwhile, the dystopianists are setting up a world in which nobody will access libraries and museum and universities and conferences, because a proof of identity or other unacceptable alternatives may be requested at entrance.
And it remains that limiting access to libraries and museum and universities and conferences to the young, because of "ugly things" found there, is the signal of finished societies corrupt to the marrow.
