A government fee or whatever you wish to name it is still a tax.

Didn't the city already charge tolls on the bridges and tunnels in and out?

A road isn't a scarce resource. You can't deplete it.



So when I go buy rum at the local liquor store, the price on the shelf is actually a tax? That's not what the word means.

Land is a scarce resource. Roads require land. Charging money for access to land is extremely common.
