For what it's worth, the people I have known personally who talk like this don't actually do very much except talk like this. Then again, they have never been sanctioned by a government.
If you knew people who actually did actions, they'd be right in not telling you about their actions until they really really trusted you to defend them with your life. Loose lips sink ships when you're going against a government.
