Ask HN: Do we all just pretend to know / not know what RESTful API means?

This phrase gets used to mean "HTTP API" at all levels. Does anyone today build actual RESTful APIs and if a JD specifies it do you ever ask what they mean by that or you figure it just means HTTP?
