Being accidentally in the background is one thing, while being the subject of a video and having the camera aimed at you is another. Even though public photography is also legal where I live, and I believe we should keep that right, if I filmed close-ups of people in the car park getting in and out of their cars, I’d expect most people would object and find it uncomfortable.
