I met Dave at an event in Singapore and tried talking to him. He refused to talk unless we got recommended by two people in his network.

I think the problem here is that you were at an "event", very little time to meet with people that he already probably had meetings planned with.

I would suggest that you find a way outside of that OR look for 2 people in your network to introduce you.
