That isn't too surprising. Creating a new ad market is very difficult. Why should advertisers move their spend to a platform where its not clear users have the same intention, and where the user base isn't as diverse as the big markets (google and meta)? They need to be able to prove that spend on their platform performs better for advertisers than spend on other platforms.
