Quebec is not the best place to start a business, in my opinion. Vancouver or Toronto would be best for that.

In Quebec you may have some issues because some companies won't ship there or other reasons. They're exempt from a lot of things.

I never heard anyone not shipping to Quebec. I have heard of American vendors not shipping to Canada from the USA.
