Fixing housing isn't one thing, it's many dozens. ADU's are just one of many. If your list isn't at least 50 items long it's going to be ineffectual. Here's one example of a reasonable list, it's 55 items long: https://www.ontario.ca/page/housing-affordability-task-force...
