Chinese propaganda has been happening for much longer. However, whenever it's brought up on sites like HN, it's down voted or 'racism' is in the reply. Most likely people with pro-China sentiment or actually people hired by the Chinese government. Hell, we had operatives secretly working with our own politicians in the US and it's been mostly memory holed.
Why should we care more about one evil regime's propaganda than another when it's pretty obvious the only reason we are seeing articles like this is because the tech community hates Elon Musk and Trump.
Is all propaganda a "malicious distortion of truth", or just Russian? The US has vastly more resources to push its own propaganda via its controlled media, infecting the AI much faster and stronger?
Note that simple truth is not usually propaganda. "US is the most free country" is propaganda. "Ukraine is under attack by Russia" is not. "Russia is under attack by Ukraine", while technically true since they are fighting back against Russia's army, is malicious distortion because you know perfectly well that people won't understand it to mean that.
This article talks about easily verifiable, objectively false information such as "Zelensky banned Truth Social in Ukraine". It just didn't happen, even Truth Social itself confirms that.[1]
You have to be deep in a misinformation bubble to characterize it as "anything you disagree with".
