I've been an avid Alfred, LaunchBar, and Raycast user for many years, but none addressed this specific need I have.

SwiftKey on a surface is a simple launcher that allows you to launch apps, open URLs, and run scripts. The key is in the interaction model; first, you organize the things you launch in a hierarchical menu, and then you can address each item with a global keyboard shortcut or with a sequence of keystrokes. The latter is the key; if you have experience working with Vim or Emacs, this will click for you immediately.

For v1, it is quite flexible and configurable; give it a try.
