The mechanisms of justice may exist, but if they are left unused, then it is as if they do not exist. When a reasonably effective justice system does not exist, a country stops being wealthy, because investment is impossible.
It looks like it's up to the US Marshals Service to uphold the judge's order, which is pretty much one of their only jobs. If that doesn't happen... we're cooked.
