About as legal as what colonial powers did before I guess? Someone else said it but it seems that Trump is bent on brining the USA back into the age of mercantilism. Hell, just look at the tiff with Panama, the Monroe doctrine is back!
Legally possible, probably not. But neither the US nor Israel have ever given a damn about any laws that apply to Palestinians, including international laws against genocide and ethnic cleansing, so it's a moot point. If the American Empire wants to turn Gaza into a parking lot for a new Trump condo or whatever the plan is, that's what's going to happen.
