I also expect it to fail, there's no way you can differentiate EU countries with the common market, there's no customs anyways.





The thing is the USA can target the individual companies selling goods outside of the designated countries. It would be hard to monitor and enforce but the mechanism is - if you'd like to do any business with the US, you have to play by their rules.

You can just put the datacentre in Germany or the Netherlands and use it in Poland.

Or in UK, or in the US (latency doesn't matter that much in case of LLMs). That would all be in line with the policy that restricted physical movement of these chips.
