Yes, I think that is the ring. Lifting the ring would leak water if the tank were separated and full.

I keep the tank in and use a separate bowl to fill it with water. Then a fifth or sixth of Listerine to top it off. No lid, since I need to reach in there with the second pik and lift up the black thing at the bottom.
