It's not "more damaging" -- it's that the two are highly correlated, and that damage to infrastructure and shelter is indicative of the "war on noncombatants" nature of this conflict. We don't know how many deaths there are, but we can see with our own eyes how the entire territory is being rendered unfit for habitation.
