Unesco frames the lack of fact-checking as not being informed or having skills. There is a strong incentive to not fact-check. With less interesting and engaging content they lose money and influence. Just imagine Joe Rogan with fact-checking. His whole career depends on not fact-checking.

The change starts from creating an incentive to fact-check. Influencers will figure out how without any help.
