On MacOS, even with scrollbars always turned on, app designers still try to hide it whenever possible. I think it's a mindset or some underlying library issue because I have seen some websites/apps hiding scrollbars.
And for apps/websites that do show scrollbars, sometimes they are barely useable. ChatGPT is one example.
