Not a cure, but for me, when safari on iOS loads up way too many tabs, I open the overlapping squares in the bottom right of the screen,(phone) then the menu under the box that has the number of tabs open.

A menu item with the number of tabs opens up with a checkmark to the right. Hit the "Edit" button.

The "number of tabs" item then shows three dots to the right.

Tap that and you have copied all the links to the clipboard.

You can paste the copied links to email, a text editor that understands links (as links and not plain text) or whatever

Close the many tabs, or not. Easiest way is to clear history and browsing data. That settings/safari item will ask to close tabs or not.

"Tabs zero" (if you choose) and "Inbox 1."

This is so insanely unintuitive that I had to share.
