This has nothing to do with safety or helping their community, but all to do with gaining market share. This is literally an inexpensive investment in his investment made through legal loopholes.

15% of people in Vegas live in poverty while this person sits on billions of dollars. It looks like the entire city of Las Vegas only had $12m in 2024 to go to homelessness and food, but this guy is using $7.8m for surveillance "making things safer".
