[1] https://www.state.gov/russia-business-advisory/ :

> The United States assesses that doing business in the Russia Federation and in Russia-occupied territories of Ukraine poses serious legal, financial, and reputational risks.

Furthermore,

North Korea is a state sanctioned by the UN.

UN policies forbid UN Member States (and UNSC members) from collaborating with sanctioned states such as North Korea.

A kangaroo court decision if there ever was one. Doesn't courts realize that by coming up with nonsense like this they destroy their credibility? You can't take a court or the judge that came up with this sentence with a straight face.

This has nothing to do with Western concepts of credibility, justice, or fairness.

Russia only cares about raw power and force (in the old, imperialist sense), because that's what makes them able to challenge the world order and bring other nations to heel (whether successfully or not remains to be seen).

They just don't know how exponents work

Um...the court in questions is in Russia. Where (many allege) that the courts & judges are very interested in demonstrating zealous loyalty to the Russian government. But (again alleged) very little interested in convincing skeptical foreigners of their commitment to Western ideals.

Societies, organizations, and other compound collections of people are able to produce emerging behaviors usually associated with individuals. And more often than not — of psychopathic or narcissistic individuals. Actions like this obviously nonsensical fine seems very similar to what attention-seeking assholes do, just to have people talk about them.
