I've seen this map in the past and I've wondered whether it's a generic map or whether they actually make new predictions each year based on that particular year's temperatures and precipitation. They don't say which it is. There is a form where you can give them data (just your zip code and how the foliage looks where you are) but that doesn't answer the question since that could be used to improve the map in either case.
