You’ll never fix children coming from unparented or poorly parented homes where this behavior is tolerated or looked upon apathetically (there are no levers or mechanisms to do this); you’re only able to help teachers by pulling them out of the profession and its abuse (or helping them avoid the profession entirely in the first place).
This occurred in a prosperous suburb of Philadelphia. I doubt the district is low on the unparented. Poorly parented would require a definition and more information.
I would caution against assuming that wealth equates to effective parenting. Poor parenting, in this case, is a failure to transfer and instill the concepts of compassion, respect, and empathy to children from adults.
