This (distemper outbreak) happened every handful of years where I grew up in the US, Illinois.
They'd ultimately be culled by the authorities. But before that you'd always see people gathering around, messing with them, letting children get too close. I was a municipal empliyee and had to keep people away from the wildlife. I was shocked to see so many people congregating around animals that were acting erratically.
I know folks *love* animals, but the wild ones in particular need to be given a wide birth. Don't feed them, don't attempt to pet them, leave them alone. It's in you and their best interest.
