Adding a payment method doesn't work for any AWS account

Today, I created an AWS account. After a few minutes, I received an email saying that my payment method could not be verified. I tried many different cards, and nothing worked. So I checked on my old production AWS accounts, and adding payment methods also doesn't work for them!

Am I unlucky, or does AWS have some huge issue right now? Does it work for you?

I had some ECS Fargate hiccups when deploying a new release. For whatever reason ECS task got stuck in the weirdest places - e.g. it logged one thing, then there was some code that just initialized some data structures (no external I/O or anything), followed by another log statement - and that statement never ran, the program just hang. No idea what was that, tried it a few times - something was always off. Retried again after ~15 minutes and the deploy went well this time.

So, yeah, possibly there's something going on there.
