I saw him give a speech a couple weeks ago along with some chief FBI cybercrime person and he pulled out that card during the speech to show off... Of course he said it was mainly a novelty thing and those particular picks were pretty much useless but I don't think there's much of a legal problem if he can pull it out in of a room full of FBI.
