I’m most surprised that Steam has apparently done this. It never lets me install anything unless I have the space, and it blocks off the space proactively.
I've seen it both complain that I didn't have sufficient disk for an install, and then, after I've made room on the disk, have the same installation fail due to a lack of disk space.
However they're doing it, their disk space calculations are either wrong or estimates.
