The concept of salaried employees needs to be outlawed and employers required to pay employees for every minute they work. Being salaried is just a way for employers to avoid paying employees for their time.
If your boss retaliates then you need a new boss. Fire that one and get another; most aren't that petty. You don't need a special law for this; unemployment benefits already exist for people who get fired without cause.
