My guess is there were many non Russian companies hosting work loads there for many reasons. Took them a while to migrate to other accounts.

Was it still possible for Russian companies to pay for those services anyway?

I guess this could be worked around with some shell company outside of Russia paying for the service and then VPN for everything, but that kludge would be only a last resort.
