AI is not being put in control of weapons systems. Video feeds, satellite imagery, and other sensors are going to be fed into TITAN to identify targets. Manually pouring over drone feeds to pick out vehicles and personnel is a laborious and time consuming task, the goal is to use computers to do this classification more quickly.
Humans are still making the decision on whether or not to engage the targets. The responsibility still lies with people.

The big deal is a portable system that can go off road, communicate in an much more challenging RF environment. Civil missions usually have the advantage of fixed infrastructure and not having a hostile military trying to jam you and locate you via RDF and shell you.
